How do I calculate if a Requisition has not had activity

I am trying to create a report which would determine if a requisition is "inactive" we would like to define inactive as a requisition which has not had at least 1 candidate change statuses besides being rejected.  Does anyone have any similar type of reports or have any other ways of determining if a requisition is becoming inactive.
