Data Exchange(FDMEE) - Cannot connect to Planning Target

Really stumped on this. Any assistance would be greatly apprciated.

Summary: We are on 'On Prem' 11.2.x and have a simple Planning to Planning integration bringing budget from cube A to cube B. However we cannot export and the log is very vague. We get this in our QA environment in ODI log:

We have checked security, looked at backend ODI and compared to PROD ODI setup. Note: This exact same integration works fine in PROD, but we need it to work in QA. The same part of the log out of PROD reads:
