Issue to Cancel Job requisitions

Summary:

We have an issue to cancel job requisitions using HDL. Error says as below but the requisition not in rejected, cancelled or filled status. From UI the requisitions are in Open-Expired, or in Open-Suspended status.

But HDL error says like this. Below is the METADATA we are using to cancel job requisitions

Has anyone faced same issue .

METADATA|JobRequisition|RequisitionNumber|CurrentPhaseCode|CurrentStateCode

MERGE|JobRequisition|123|REQUISITION_OPEN|REQUISITION_CANCELLED

Error :

The confidential job requisition {REQUISITION_NUMBER} can't be created or updated because its current state is rejected, canceled, or filled.
