BI Publisher PCL Printing Issue: Layout Output Appears Scaled Down

I would like to ask for your advice regarding the output of a BI Publisher printing.
When we register the printer in the ERP and issue the print job using PDF to PCL filter, the entire layout is printed in a reduced (scaled-down) size.
If anyone has encountered a similar issue or is aware of any resolution or workaround, I would greatly appreciate your comments.
Details of the situation:

• The format we are developing is a US check layout.
• We are embedding the signature font using PCL, so PostScript cannot be used in our production operation.
• When we print using PostScript, the signature is not printed, but the form itself is output at the correct (actual) size.
