Putaway Rules using item facility and item master information "blank or null"

Summary:

We need to point the material handlers to a putaway location for new items where the set up is not complete. I am using putaway rules but it does not work if there is no information at all on the facility.

If I add a line in Facility it works as expected but this is not possible for us until after the fact.
