Are CC Lock codes applied to IBLPNs with positive variance?

Summary:

I noticed that if an IBLPN is pending an approval for a negative variance, a CC Lock code is applied to that IBLPN. If it is pending an approval for a positive variance then it is not. I'd expect to see it in both scenarios unless this is expected behavior or I'm possibly missing a configuration.
