Unable to make the Charge To field visible by default in RSSP

In 25D, the following feature was released:

This feature would enable and display the Charge To field for each requisition line. Users can add this column using the column selector.

Moreover, the description also mentions that we can use Extensibility to set this field as visible by default.

I tried doing this using Visual Builder Studio, but was not able to.

In the image shown within the feature description, it shows that we should have the option to use business rules to set this field as "Visible by Default".

However, when I tried going to the same area, I don't see that "Visible by Default" option. The only two options that I see are Visible and Hidden.
