Resource Rate Effective Dates

Summary:

We have manufacturing resources on an open work order with resource charging transaction dates from 11/27 to 11/29. After the resources were charged a cost scenario was created to update the rates with a 12/2 effective date and was published. The work order was closed on 12/1. It appears that there was a WIP resource rate cost adjustment that happened and was applied to the work order even though the effective date was after the work order close date.

My question is, how is it possible that a cost scenario with an 12/2 effective date be applied to a work order that was closed on 12/1?
