Employee Tax deductions custom element not reducing from Net Pay and not showing at Enterprise level

Summary:

Employee Tax deductions custom element not reducing from Net Pay and not showing at Enterprise level.

We have created couple of Employee Tax deductions custom element for local taxes and seeing two issues -

1. Though the calculation of deduction amount is correct, it isn't getting reduced from Net Pay
2. Also, these elements are not showing under 'Balance Name' in Manage Enterprise HCM Information--> US Balance Definition section
