When do we use HCM Design Studio and when do we use VBS?

Summary:

I have a client who is implementing ORC and is fully Redwood, im doing everything in VBS not HCM Design Studio BUT is there still places I need use Design Studio instead of or as well as VBS? For example how do I control "view and edit job requistion"?
