Reports within Navigation Flows have download disabled

I've built a navigation flow that contains a card with vertical tabs. Each tab is a report that was created within EPM. These reports have the options to download as PDF or Excel enabled when you go into them individually, but when you're viewing them within the tabbed page, these download options are disabled.

Am I missing a setting here or is something else going on?
