Can you add UK demographic questions for Luxembourg

We would like to add the following fields for Luxembourg employees in Personal Details under Demographic info. The fields are sexual orientation, gender identity, national identity and caring responsibilities. We have tried creating a rule in VBS, but since they are under GB, they don't appear for a Luxembourg employee.
