Compatibility of the classic theme editor in Oracle Fusion 25D

I have a question regarding the compatibility of the classic theme editor in Oracle Fusion 25D. Specifically, if we haven't configured any classic theme in prior versions, will it still be possible to access the classic theme editor in the 25D version?
