Question regarding Next Gen Migration Task: migrate Rule Sets for Queue Assignments after Job 3

Summary: We are migrating to Next Gen and I have completed Job 1 and Job 2. Job 3 is data migration.
The migration doc says the below:
Update Assignment Object and migrate Rule Sets for Queue Assignments
Updating rules for queue assignments is a manual task that will have to be done after Job 3, to migrate the
data, since Queues aren’t migrated until then.
Question: Is it ok to run job 4 before changing the Queue assignment rules? Job 4 migrates audit history and I hope this should not impact. Please confirm.
Also, how does queue get assigned to SRs after Job 3? Is it the Queue assignment process or does it happen when the rule is published?
