Can we give content server document URL access to BIP user without giving content server access

Summary:

We are trying to build the report which will give the attachment names
So we have created a URL based on content server but now content server cannot be accessible without content server access

As of now customer wants to give the URL link of attachment in Report but do not wish to give access to Content Server , Same like UI on HELPDESK UI they can download the attachments with other Helpdesk roles as well

Let us know if we can achieve this.
