Employee Access to Payroll Documents from Year-End Documents Page Not Recorded in PER_SENSITIVE_DATA

We have a requirement to build a BIP report that shows when employees view Payroll Documents. We are currently using PER_SENSITIVE_DATA_AUDIT, which records audit activity only when documents are accessed through the Document Records page. 

When logging in as an Admin or Super User, the payroll document is visible in the Document Records page. If the document is accessed from this page, the activity is correctly captured and recorded in the PER_SENSITIVE_DATA_AUDIT table.

• My Client Groups > Document Records > Search EE > Remove existing filter > Document Type = W_2

However, when logging in as an Employee, the same payroll document is not available in the Document Records page. Instead, it is accessible only through the Year-End Documents page. When an employee views the document from the Year-End Documents page, no audit record is created in PER_SENSITIVE_DATA_AUDIT.
