Grant access for teams to see other employees W2s

Summary:

We are trying to grant our Total Rewards Team access to view employees W2s for validation purposes before they are run in PROD. I have made updates to their roles but they still can't view them in Document Records. Has anyone done this with a custom role, what privileges did you have to give them?
