ledger structure in cloud with Brazil localization

I am looking for expert advice on Brazil's ledger structure and compliance with localization requirements.

For example, if we have three legal entities in Brazil, do we need to have three ledgers (one legal entity - one ledger relationship)? Or is it unnecessary to create multiple ledgers for the Brazilian legal entities (LEs), considering that the Legal Reporting Unit (LRU) manages the fiscal requirements?
