Changing Justification to Approvers text on the Assign Learning page for the Manager

Summary:

Hello Experts,

On the 'Assign Learning' page for Managers, there is a 'Justification' section at the bottom of the page.

Couple of questions:

1. Can the 'Justification' section be hidden selectively so that it is not visible on the 'Assign Learning' page but appears on self-enrollment request page for the learner?
2. Can the text 'Justification for Approvers' that is displayed inside the box in the background be changed?
