Gross Margin Details - Recognized and Unrecognized COGS Question

In the CST_GROSS_MARGIN_DETAILS table what would cause the unrecognized COGS amount not to be set to zero while the recognized COGS amount is set correctly. In this scenario, the unrecognized COGS and recognizes COGS amounts would offset each other.

Is that the intended functionality?
