Can the process lease accrual ability be segregated?

Summary: We just want specific users to be able to to process lease accruals. We thought this could be accomplished by only having one role with the manage lease accrual privilege and assigning it to those users. But, even users without this role/privilege can still run process lease accruals. Is there something we're missing or is our goal not possible?
