Diagnostic reports to deterimine requisitions missing from the OSCS indexes

Summary:

We would like an diagnostic report that shows what requisitions are missing from the OSCS indexes. e would want this for several places like requisitions, candidates on a requisition. Also some related items like positions missing from the index.

Content (please ensure you mask any confidential information):

Currently we are unable to see many requisitions although the requisitions are visible in the database. We only know which requisitions are missing when our business identifies one. We are having the same issue for positions as well.
