How to sync role added to User with security console to LDAP - Send LDAP not working?

Summary:

How to sync role added to User with security console to LDAP - Send LDAP not working or I am misunderstanding the whole process.

We have two tennacies, one for Oracle Fusion and the other for Oracle Integration Cloud. In OIC we created a custom VB application which some users from Fusion will have access. We also created SSO for that VB application, Fusion is the Idp for that application. This works as expected.

All users will be created in Oracle Fusion and some of those users will be synced in OIC domain (requirement for SSO to work, the ones that will use the custom VB application). This sync also works.
