Create / Add to Existing Declarations Functionality

Business Requirement:
Customer gets multiple Commercial Invoices, where 1 CI = 1 GTM Transaction.
After compliance validations, GTM need to create consolidated Declaration which is possible by selecting multiple Transaction and creation of Declaration.
Consolidation is based on Customer PO Number parameter.

But there is requirement where they received the few more Transactions for same Customer PO number.
Those Transactions needs to be added into same Declaration (Which they created earlier).

To fulfill that, we have 'Add to Existing Declarations Functionality' for that we have defined Grouping Criteria in Logic Configuration.
But Customer need to select specific Declaration ID on screen at the time of addition and then perform actions.
