How to to Enable Multi-Factor Authentication (SMS) for Oracle Fusion SaaS?

Dear Oracle Support Team,

We are trying to enable Multi-Factor Authentication (MFA) for our Oracle Fusion SaaS Test environment, specifically to allow users to receive an SMS one-time passcode during login.

However, we are facing the following issues:

MFA options are not visible under User Categories in the Security Console

We have already disabled Single Sign-On (SSO), but the MFA section still does not appear

We checked the Change Password / Security Settings area, but MFA enrollment options are not available

As a result, we are unable to activate or test SMS-based MFA for Oracle Fusion Applications
