Restrict Internal employees to apply for the job based on eligibility

Hi Team,
Is there a way we can restrict internal employees to apply for the internally posted jobs (Opportunity Marketplace) based on eligibility.
Note- We don't want to use Job segmentation as we want all the jobs to be visible to employees but only to restrict the application.
