How does Oracle calculate local taxes with the state, county, city override at timecard

Summary:

We are implementing the Oracle cloud payroll for a field service client that has mobile workforce. Employees will be entering State, County and City on time cards to override tax jurisdiction but I have 2 questions related to local taxes.

  1. How does Oracle calculate EIT and LST taxes for Pennsylvania if there are overrides at the time card with the state, county and city, since these are based of more granular street level addresses?
  2. Is Oracle designed to automatically calculate taxes based on say 21 day rule in Ohio, where is city/municipality tax are supposed to be taken if employee works 21 days in the calendar year?
