Regional Admin Unable to view Courses

Summary:

Currently in the UAT phase, one of our regional admin's is unable to see list of courses in her responsive UI (aside from the one she made). While troubleshooting we came across various solutions including fixing the person security profile which honestly i was unable to link this with the issue i have. As far as i know Person Security Profiles limit the person data visible to the user, so how are courses restricted this way?
