Not able to see course as an admin with region restriction in oracle fusion learning

Summary:

We have a custom Learning Admin role, with all privileges, and restricted on bases of region, where person security profile, public person security profile and document security profiles are added as region restriction, view all people and document level restriction.

Employee assigned with this Admin role is not able to see the list of courses.

For example, when region level restriction is with china, and employee who is from china is not able to see courses.
