Data Security Issue for incorrectly made offer in ORC.

Team has created an offer accidently to another candidate than the original one. Later they realized and they cancelled this offer for the candidate. However, we are running into security issue. The Country A based offer was made incorrectly on candidate despite he is in Country B, as a result the employee who is having the Country A based data security can see the candidate still in their list even though team has withdrawn the offer. Team has used the delete job application action & hence the job application is not available on the frontend. As we have seen in
