How to disable or remove Post to leger and Account in Draft fuction in invoice action list?

We have a requirement need to remove or disable Post to leger and Account in Draft function in nvoice action list.

I have customize the payables role but can't achieve this requirement. May I ask if there is a way to remove these two functions? If there is no, Is there a way to disable these two functions or make them only read-only。
