Serial status shows 'Resides in WIP' instead of 'Resides in Stores'

Serial status shows 'Resides in WIP' instead of 'Resides in Stores', how do i change it back to Stores?

I see the last trnx on this serial was an issue trnx against a WO. I tried running the ESS job to reset unused serials but it did not get the serial number to proceed. Also, this serial does not show up in Manage Item Qty. How do i do it?
