Saved but not submitted Promotability assessment questionnaire responses from Talent assessment

We are trying to report on 'saved but not yet submitted' Talent Assessment Manager evaluation responses, using multiple avenues but not getting intended results.

When attempting with BIP we have used the below attached query, but it is only showing submitted responses, not saved responses. Is there any way to pull this data in an existing subject area? Can this query be tweaked to pull saved as well as submitted responses?
