BICC Extract retrieves data but AP_HOLDS_ALL does not contain record

in Payables, Payments & Cash Management

A specific Hold ID record is available on BICC PVO extract, but the same Hold ID is not found in Oracle Fusion DB in AP_HOLDS_ALL table.

Please clarify:

  1. Whether AP_HOLDS_ALL records can be deleted?
  2. If deleted, where such records can be tracked (audit/history tables or views)?
  3. If not deleted, what conditions could cause a Hold ID to appear in BICC extracts but not in Oracle Fusion?
