Local and global transfer is not working as expected

We are currently configuring the approval workflow for local and global transfers. The client has requested that the workflow include approvals from the current line manager as well as the proposed line manager. However, during testing, the proposed line manager is not appearing in the approval hierarchy. Could you please advise on why this behavior is occurring or how we can resolve it?
