HDL Error while creating Worker- Contracts

We are trying to create contracts for worker and it is failing with error
"The FIXED_CONTRACT value for the ContractType attribute is invalid and doesn't exist in the list of values."

The assignment ID passed is the work terms assignment id. Also, the legislation code for the period of service is AE and that AE is already in the TAG value of the lookup.
