Error while importing User.Dat file for Bulk update of Roles.

Hi,
I am testing Segment Security Value and want to give all the users access to ALL SECURITY ROLE to have access to all the BSVs.

I created a .Dat file with the user data - Sample: MERGE|UserRole|413|ALL_SECURITY_ROLE|ADDTo import this data I went to My client group > Data Exchange > Import and Load Data but I got the following error:
"The functionality to restrict access to security related objects isn't enabled. Once enabled, you need additional privileges to bulk-load security related data.Request access to bulk-load security related data, if required, before this functionality is enabled
