candidate page not displaying options to move forward in the process

in Recruiting, Opportunity Marketplace

having issues with Candidate page where often when I click on a candidate it is not bringing up the options to move forward or do anything with the candidates see attached screenshots. I should be able to move them forward in the process and view their resume. The page seems to not fully load.

Anyone experience this and have a solution?
