Learning assignment created in bypass completed is not overriding existing assignment in NS status

Summary:

All employees are assigned to a course. All in Not Started status. I am attempting to create an assignment in Bypass Completed Status for a group of learners for this course. This completed assignment is not overriding the not started assignment, it is being skipped. Why is this?
