Question on Power User Security

HI Team —

Our client wants the ability to have most users create new reports however do NOT want to let them change reports that have been "tried and tested" and saved off.

If we create folder structures that give View access to users/groups within that folder, does that prevent Power Users from editing those reports?

Essentially we want the ability to let users create their own reports without editing other reports. Is this possible?
