Can we default Requisition Tax Credits Trigger

Summary:
We have set up all requisition job templates to default in the tax credits. However, there is no option to default the trigger in. Recruiters have to manually go in the tax credit section of the requisition and check to use the trigger of "Candidate Selection Process". Many Recruiters skip this, and the tax credit integration never triggers later. Please advise as you can see below the default is not an option in VB nor is it a field on the job requisition template.
