Delete user account

We have a business process to suspend seasonal workers, then unsuspend when they return. This causes the suspended worker to appear on the Oracle license count and the Hosted Employee Useage Details report. Due to this, we would like to delete the user account when suspended then re-add when the worker is unsuspended. Can this be done?
