Mandatory MFA in non-production Oracle HCM Cloud environments post-IAM migration

Summary:

Our company is scheduled for the Fusion Identity Upgrade, starting in February 2026. We primarily use SSO unless we need to log into a non-production environment as another user/persona. I learned today that eventually Oracle MFA will be mandatory in Oracle HCM Cloud environments if you are using local log-in and not SSO. I have some questions.

  1. In our non-production environments, we log in as other users/personas using local log-in and not SSO. Sometimes multiple people need to log in as the same user/persona to execute different tests. Does that mean that everyone who needs to log in as that user/persona will need the MFA details?
