PR Status "Approved" vs "Delivered" When Related PO Lines Are "Closed"

Could you clarify the status logic below?

When all related PO are in "Closed" (no further fulfillment expected), why do the PR header and lines remain “Approved” instead of “Delivered” (Partial or full quantity or amount of requested goods or services were delivered)?
