User role and security context for user Without data access

We are trying to get user, role and security context for the user without data access using sql query by using tables FUN_USER_ROLE_DATA_ASGNMNTS and FUN_ROLE_DATA_SECURITY_MAPPING but these tables are not fetching the security context for users without data access.
