Email action transitioning to next step immediately on click even though user selects Cancel button

Summary:

Email action transitioning to next step immediately on click which of way i am getting permission issue to send email as prior to email sent the step transition happened as also in case of user selects Cancel button to not send email as well, it goes to next step.

Is there a way to transition to next step only on click of the Send button in E-mail action?
