what role is required to create purchase agreement only in oracle fusion procurement

Summary:

The user want the role which grants them access to create or manage purchase agreement only. They do not want to add any Buyer or Procurement manage roles .As the user should not have option to see the privilege of manage order or requisition

If we add this role by default Purchase Order & Purchasing tab will show along with Purchase agreement

Can any one let me know if there is any role for agreement only if we add that tole the user should see only "Purchase agreement" tab in procurement see below screen shot
