How to run Costing Reports outside of Scheduled Processes?

Most of the reports under /Shared Folders/Supply Chain Management/Cost Management/Cost Accounting and /Receipt Accounting are only able to be run through the Scheduled Processes interface, and not able to be run from the Report Catalog.

For a user that would only have access to the Report Catalog and not Scheduled Processes, is there functionality to enable these to be run from the Catalog?

If that is not possible, can the Scheduled Processes access be limited to running select processes?
