Custom View Only PO Role?

Summary:

Our client is looking to give view only access to POs for certain users. I created a custom role with the view PO privilege and PO work area privilege. We also granted procurement agent view access for the user. But they are unable to see anything or search for anything on the PO page. They only see manage agreements for some reason.

What roles/privileges are we missing to grant view access?
