track the Non catalog request history in Learning Assignment page

Summary:

Hi Team,

User able to request for the non catalog request and learning team able to edit the assignment and change the non catalog request to the catalog and activate the same in the system. After activating the assignment, learning specialist not able to view the non catalog request which was raised by the user in the system.
